Aerial Ropeway, cargo cable car
Instead of minecarts or trains I propose an Aerial Ropeway like this.

The way it could work would be a two terminal system and require two beavers to operate one end would be the receiver from haulers and the other end would be the pick up. The beaver on the receiving end would load the gondola and the beaver on the pickup end would unload the gondola.
If the receiving end is above the pickup end at a ratio 2 blocks up for every four horizontal or steeper then the system operates for free.
If the slope is shallower than that or even flat than it requires 50 hp.
If the Pickup end is above the receiver than it should require 100 hp for the first two blocks up and an addional 50 hp for each addional verticle block regardless of how steep it is.
The receiving end can also be the location that accepts power.

FuryoftheStarsI'd be ok with this, but it should allow shipping of items both ways (why would you restrict it to one way?) and require HP regardless (even in sending the heavy load down, you need something to apply a breaking force so it doesn't pick up too much speed).

Either of those was historically used to create ropes.
With ropes as a new resource, several mechanics could be added
- processing of the plants (input: water and cannabis/flax, output: length of rope)
- pulley system for transferring rotational energy over distances, including much higher vertically
- elevators that connect two different elevations (2x1 footprint: 1x1 for actual passenger, bottom entrance and top exit rotated either 90 or 180 degrees, the "machinery" of the elevator hidden in the second 1x1 column):

You could add another type of crops to make rope including the production chain. -

bvickThis would be really handy as part of the Intra-district transport building. Create a system of pulleys that resembles utility lines that links from a transport station to drop-off, Could be an add-on for the late game and requires the choice of a beaver to operate or HP.
