QoL Waterflow Heatmap and Water Sience Beaver

1: Sometimes it's hard to judge if and how much the water is flowing in a certain spot, a heatmap for the flowstate of each water tile would be nice.
2: Also, a building/beaver who monitors the water level and calculates the filling/emptying rates of reservoirs and rivers as well as the water production/consumption. Maybe this building could be required to access the heatmao.
