Water Pump change

A slight change so that beavers working in water pumps won't halt their work just to take the water to a tank if the capacity of the pump is empty. They should wait until the pump cannot hold more water before carrying water to the storage.

I like this idea. Simple change in game logic that would add quite a lot to efficiecy of production :)
