Add Discord channels for various languages

Add the "General" channels to the server discord for various languages to make it easier to communicate between people in native language.

At very least it would require moderators fluent in corresponding languages. Not sure how devs look at this, I wouldn't mind to keep an eye on Russian channel, but that's it.
