Beaver Cult Faction
we have the hippies, we have the industrialists, time for the religious zealots!
what do they do? they play the game in reverse! they prefer to live away from irrigation, eat and drink as little as possible, but also periodically perform ritual sacrifice to the beaver god (requiring population maintenance)
they also get a super temple upgraded from the basic temple that increases the range of the district dramatically, but here's the catch: ONLY ONE DISTRICT!

TheGreatJeffonceI like it! Its similar to my other idea: "The Karmic" but with a more extremist zeal to it.
Maybe add a forced way for the faction to interact with the flood mechanics, because that's what makes the game so good. Removing that interaction would make it an unpopular faction unless there was another meaningful interaction elsewhere.
The only 1 district idea is cool, but it sort of hard stops progress at a certain point which might deter some players in the late game unless there is something specific to the faction that the player can interact with in the late game.
The sacrifice idea I can see being implemented, but the games atmosphere would be greatly altered if we've got human *ahem* BEAVER sacrifices.
