Large Water Wheel not providing the right power

Game Version: v20211203-618b9d2-xsw

Issue: Large Water Wheel (LWW) in a river running at roughly 2.2 cms (cubic meters per second?) is only providing 143 BP (Beaver Power) rather than the promised 180 per cms or 360 BP in this case.

Setup is taking cms on entry and exit. Sum of cms on entry to LWW is 2.2 and sum of cms on exit is 2.2.

Input Measurements - top left 0.7
- bottom left 1.5
Output Measurements - top right 1.3
- bottom right 0.9

Assumption - 2.2 cms input to LWW and 2.2 cms output should mean that the wheel has 2.2cms passing through the system.

Reasoning - (Not Pictured) - upstream setup of several Compact Water Wheels (CWW) with the single width stream having a flow at the end of 2.2cms as it runs through a dam and 2.2 as it enters the channel. Each CWW has the same power output +/- 1 BP.
