Priorities shouldn't prioritize everything ontop of the building

So in case I have "multilevel" building and want to prioritize lowest secion. For some reason priority will be also applied to the higher levels as well.

The priority tool is used for selecting areas and complex structures. If you want to select an individual building and set its priority separately from the rest of the stacked structure, you can do it in the menu on the right side of the screen when the planned building is selected.
