Water Physics - splitting between two rows of water wheels

Water prefers to hug the inside of river curves. water should split evenly between parallel channels with water wheels, regardless of which way the river curves, and flow based on the channel width. I have two rows of water wheels but the one on the inside flows faster even when I try to force the water to flow wide around the curve.
