Workplace panel scrolls to top when pausing/enabling buildings

In build v0.2.2.1-b44bdea-xsw, the Workplace panel frequently scrolls to the top when I'm trying to pause or enable buildings. It's super annoying, as I have to scroll back down to continue my work. In my use case, I have 14 gear factories and 16 water pumps that I'm trying to pause, and so far I can pause 2-3 at a time before the panel scrolls to the top of the page.

FYI, https://youtu.be/0bGQaJF_dbs?t=940 shows the problem in action. I've also seen this behavior when configuring warehouses; I suspect the bug is present in any scroll pane.

As far as I know this happens in every menu that is scrollable.

Steps to reproduce:
- Click inside the menu, but move the mouse simultaneously. This auto scrolls to top

Seems fixed in latest experimental branch! (2022-08-04)

Possibly due to : "Sliders in Settings no longer reset their position after clicking a different button."
