[EXPERIMENTAL] Not filling water tanks - BUG

I have tried and tried....I destroyed my water tanks and rebuilt them, reloaded the game, and completely restarted the game - and yet my beavers are not taking the water out of the dropoff point and putting it into my tanks, which are clearly labeled for water. Help?

Do you have haulers in the district?

builders no longer haul, so you need haulers

In the early game (before haulers), either do not place barrels, or place them right next to the water pump - otherwise your pump workers will spend half of their time carrying water, instead of pumping water (which means you won't be able to sustain the usual beaver to pump ratio)
