Scrap pile ignored by builders despite having no logs in storage

I have no wood available and literally only 1 plank away from building a forester but this pile of 2 logs got ignored and the builders just sit there

palmThe problem was because I didn't have the appropriate storage for the logs. But I also needed logs to build those which I didn't have.
I think the easiest way for this is to treat the rubble piles as "storage" instead of "resource".
