Latest expirimental: No longer allowed to build stairs down from cliffs

See the image attached. I used to be able to build down like this, but in latest expirimental it's not possible anymore. This is severely limiting game progress in some of the maps.

Marked road part is npt connected to road at water pump try connect it antäd it may work.
