Rumble piles go to storage first

Not sure if that is intentional, but rumble is alway moved to storage first, instead of beeing used to build nearby buildings, which would help clearing rumble faster.

This is especially annoying when say redesining a staircase, seeing workers arrive with a log and leaving with a log, bringing it to storage just to immediately taking it out of storage again...

think of it as a construction site that just got wrecked by a bulldozer. you can't just pick stuff up off the ground and use it again, it has to be separated from the shattered pieces and nails removed, prepared for use, etc.

When there is no storage available, piles will never be used till a storage is there. This is kind of anoying.
