Make district build range "elastic" rather than a hard border

I think the district build range is a good mechanic that's for the most part well implemented. My only issue right now is that I find the hard limit punishes you too hard and makes it complicated to fully use your environment. I think it could be interesting if the build range of the district changed based on its shape. For example when you build new paths to the north of a district it "streches" the border to there, you lose a bit of max range on the south but you can build further up north. If build both to the south and north you start losing max build range west and east.

The idea is to make build ranges more flexible. If I create a district because I need to build a long structure to reroute water then I can stretch the borders in the directions the structure goes, minimising the amount of districts needed. As a trade-off, I can no longer expand my district as much in other direction.
