Allow builder beaver to pass though building when it try to build things and get back

And many more case. Such as the need to build/changing shaft on the back of factory. Or if we build a long shaft line, many beaver will work parallelly and some shaft could finish before other so the beaver can get stuck (actually the same reason as waterwheel case)

Beaver builder, unlike other job. Has many situation it could get stuck and stranded because it need to go out of the roadway to build things and building can be popped up finished behind their back anytimes. It also not intuitive to prohibit beaver to get in and out of building they trying to maintenance or extended

So please consider that the builder beaver has permission to walk through the building and power shaft if needed to (can still avoid it normally)
