Water flow rate should wax and wane
Water flow rate at the end of a drought is very, very slow. And rightly it probably should be at that time. What would be neat, though, is if during the non-drought season, the flow rate picked up some towards a peak amount, then waned back down in time for the drought to start.

Shanman150On top of this, I think that the water flow animation post-draught is just one step higher than "fill in the tile blue". I can appreciate that after a drought the water takes a while to return, but the way it flows could use some work. IRL it would probably be very muddy at first given all the dust, at the very least.
