Small water tank should allow more than 1 beaver to queue
So, on one of my maps where I had a bunch of small water tanks near the living and entertainment area and a few large ones off at the extreme range of the district, I couldn't by the life of me figure out why 90% of my beavers were going out to the large ones for a drink (this prompted me to make a suggestion about marking storage units as reserve). After starting a new game and observing their behavior better, I see why:
Small water tanks only allow 1 beaver to queue up at a time and all others have to wait/get redirected somewhere else, whereas large water tanks (and pumps) will allow multiple to queue up at the same time.
This makes it so once you build a large water tank (potentially a few, based on their queue limit), the small ones become shunned by the game mechanics.
They should be allowed more than 1 at a time. Create a queue line for them to stand in, though obviously they should redirect to another if there won't be enough or if it'd be faster running to another tank.
