Select available buildings and research options for custom maps

This would allow the creator of a map to decide that water wheels cannot be constructed, or that the player may start with water crops and stairs unlocked, but land crops need to be researched.

Ideally this would also let the player set custom values for how much research items cost to override the default.

This would greatly extend the ability for map makers to create challenging maps and custom scenarios.
