Tie custom setting "food consumption" with individual food needs depletion

because food specific needs will only ever be addressed if hunger is low enough, it's currently nearly impossible for easy mode players to reach full well-being due to the hunger rate reduction.

since food needs don't get the same benefit that hunger does, they deplete much faster than they should.

I was the person who had this problem, and was wondering why it was stuck around 75 to 80% for all the food bonuses, despite having a 200-full warehouse of all foods right next to the housing.
