Put information on the reason for having workers within the district.

I didn't understand the reason for having beavers inside the main structure of the district for a long time, after a long time without understanding, I googled it and a guy from Reddit said that they are the builders, and after that everything makes sense.
Please include a description of why those workers are constructing new buildings.
