1) the tower is treated as the IT breeding pod with the filling of water.(unemployeed, haulers, and those off duty)
2) the tower consumes science.
3) the tower isnt restricted as much with height with regards to irrigation.
4) range is increased.
5) efficiency increased, with consumption equaling a 1 tile evaporation equivalence.

6) Did want to edit it to make sure the tower was not having a worker, but having science do the work to irrigate the land around it,
7) possibility of using badwater without having to contaminate the land it irrigates.
