Don't count children wellbeing for average

It doesn't make sense for children wellbeing to lower the average seeing how the reason they have low wellbeing isn't because there's anything lacking, but just because the haven't had time to get it yet. The first day of life they even have a -3 no home penalty even though they wouldn't even have been born without the home and their only problem is that they haven't yet lived long enough to spend their first night at their home. How is it the player's fault and how is the player supposed to fix that? Because by lowering what effectively is the player's score the game implies just that.
