U5E - Bug: [Change Priority] tool ignores staircases deeper in the stack

If I plan a large construction (such as staircase) with multiple floors of staircases above each other, and then want to set the whole construction to different priority (lower/higher), the stairs deeper in the construction are ignored (unlike platforms).

The priority tool won't work and ignore some building parts like Wooden Stairs that they are NOT on the top of stacked buildings.

This happens on: Straight power shaft, Power Shaft Turn, Power Shaft T Intersection, Power Shaft Intersection, High Power Shaft, Teeth Grindstone, Double Shower, Medical Bed, Scratcher, Wooden Stairs, Shrub, Lantern, Brazier, Beaver Bust and Beaver Statue.

i wonder if it's a feature rather than a bug, where it only alters selected structure and anything supporting it
