Waterfall flowrate disregard water height
Flow rates over a waterfall are limited by the number of edges on the waterfall but not the height of the water. It appears that the flow rate is calculated per column of water and disregards height.
I made a test map to demonstrate this where I compared a 1 block wide 2 block tall channel, I placed a drop along the channel and each channel would overflow where the drop was placed. But the channel with no drop had enough capacity and did not overflow.
It appears the outflow of a waterfall is maxed per water column and doesn't take into account the height., I tested this idea by placing single height platforms with barriers on top just before the edge and the flow appeared be uncapped. I think this works since the debug mode panel shows 1 column being split into multiple columns then joining at the bottom of the drop.

Gin Fuyou Admin@rethnor it's not really a feature, it's just there is no feature to count water flow at cross-section. Might be it will be changed after water system was updated. Limit on waterfalls (bottom elevation change) is intended to reduce undesired side-effect when water starts to oscillate with big amplitude over whole map.

What is the bug? As I just said above water flow limitation is not a bug, it's just specific of current water implementation that you have to account for on some maps like Waterfalls
