variable water flow / god worship / difficulty mode or setting
While the fixed water flow creates predictability for a while, I actually think a mode or option to have a variable flow rate would create a little more chaos, this could be tied to god worship and get worse over time so it doesn't disrupt the already more difficult start situation where you need to set up. But down the line suddenly you get a flooded city because eg. a god got angry and locked your floodgates into a certain position and made the water gush out and now you need to find a solution to survive the flood. Rain/weather could be an extra factor to, causing disruption and floods, even bad rain. It would push the player to build contingency housing on top a hill. Angered gods could move the location of sources so you have a much more evolving survival game that I think many players would enjoy. And this might be pushing it, but you could have an ocean side of the map that can cause tsunamis as GodBeava emerges from the waters to complain.
