Add sensor to monitor building status

Add a sensor to be able to check status on buildings (if they are paused or not), this would enable us to do more complicated prioritizations.

Jcheung Adminyou can read the incoming signal instead of the building state. and before you say you want to manually pause the building, throw a lever on the building.
