It's a pretty interesting system for a city-building game.
It's still in early access, so it's a bit rough around the edges.

The good thing is that water is important in the system, and droughts come regularly, so there are turns to endure and prepare for them.

The bad part is that production stops during the enduring turn, so you don't have much time.
The system's value for not stopping production is so low that it's a mass distraction.
This is the main reason why I think it's a bad idea to be able to stop the functioning of a facility without using the manpower if the facility needs manpower after it's been built.
I think that feature is necessary.
Also, the difficulty level is too high for an endless mode with no objective.

I don't care if it's endless, I just want a free mode.
You can end the game by completing the objectives.
I'd like to see an option to continue after completing an objective, and if you want to continue, you can enter endless mode.
