A new building that gives you additional information/statistics about water usage in a district.

Statistics: How much water is evaporating, how much is going to watering plants, how much is being pumped out, how much is simply flowing away, how long until all the water is gone in a drought, etc.

Details: 2x2, 1 height. 2 workers. Requires wood and paper to build. Maybe ongoing paper maintenance.

With this, it would help to have a tool that shows the full outline of a watershed path - that is, if I click on any given square with the tool, it will highlight the full range of where water poured into that space can flow.
