  Actually, what Fury said isn't entirely untrue either. Some of said flour is coming directly from the gristmill which produces one at a time. Flour-laden haulers walk right by an open bakery (marked as priority), preferring to first store the flour in the warehouse on the other side of the city before carrying it all the way back, so clearly there is also optimization to be done.

  I agree as well as builders grabbing as much as they can to transport items to a construction site. A builder should be able to fil 10 dynamite and then go back and construct.

  Are your water tanks near full capacity? There may be a tank that had a single beaver drink from it, and is now being topped-off.

  I agree with the suggestion, but this isn’t a bug, per say. The issues behind this behavior seem to be either when they were queued up to grab the resource, only one was available at the time (and others subsequently get queued up for the rest), and/or the destination storage can only fit 1 more. It’s a general efficiency issue with how the AI handles everything.

  Whenever beavers carry anything that is not logs, the only carry a single item instead of filling the entire stack, making strength stats irrelevant.
  This applies to beavers assisting carrying goods, haulers (likely a bug) and and Beavers working in a distribution post, even as there is a whole stack available for transportation.

  This has been happening to me as well.
  
  I considered the suggestion of @FuryoftheStars, but I think this is actually a bug (or at least not WAI). I just started transferring goods from a warehouse complex I'm going to demolish to a new one I just built, and I'm watching a line of about 15 haulers carrying one bag of flour each. (Sometimes they do fill up, particularly with fully processed food, but other resources like gears often get carried just one or two at a time.)
  
  There's also the somewhat surreal sight of a cloud of beavers transferring goods from one underground warehouse to one newly-built one immediately adjacent. At first I thought one might have more than the desired amount of something and they're trying to balance it, but that doesn't always seem to be the case.

  I think this is a bug, not an availability issue. My district crossing workers are grabbing 1 water at a time from 3 medium tanks on the exporting side. The medium tanks are full and within 5 path blocks of the crossing, the district crossing on the importing side has 0 or 1 water and no other items as they do this. On the importing side, there are many medium water tanks that range from empty to half full, and the 1 water is moved within seconds. The water export threshold setting on the exporting side is set to 25%, with 84% available. On the importing side, water is set to import always.
  Each day the beavers start transporting in increments of 14 water per trip, then within 2 or 3 trips the amount of water they carry drops to 3, 2, and finally 1 for the rest of the day. After watching this for several days, the reduction from 14 to 1 happens when the export side is removing the water while the importing side is providing the water.

  I have 10 medium tanks of water in the import district, so that district had 1.9k of 3k water. The exporting district had 5 full tanks of water, so 1.5k water.
  In the exporting district I have one water tank by the water pumps set to Supply, so that my haulers move the water out of that tank. I have another water tank by the houses for the local beavers set to Accept. Finally I have the three water tanks in the image above, next to the crossing, set to Obtain. All except the tank for the local beavers, set to accept, are prioritized by haulers. I have found that if I rotate one of the three tanks next to the district crossing to Supply, the district crossing will try to keep the export side at 30 water. If I leave all 3 set to Obtain, the 1 water per delivery bug shows up every day. Because switching between supply and obtain causes the district crossing to behave differently, I believe this is a bug. imo, Supply, Obtain, and Accept should only be for the haulers.

  no. you're misunderstanding how supply interacts with things. haulers are not the only one who care about that.
  supply and empty takes the max capacity out of consideration for district distribution while also actively pushing their contents to other storage containers.
  obtain is hauler only
  accept affects both
  
  that said, i think you should be exporting a little more water currently than you are though if i'm reading everything correctly, but it's hard to tell with only the information i can glean here-it's a bit hard to figure out what you're saying.
  
  i wonder if the crossing workers are trying to evenly distribute to all your tanks. pretty sure it counts anything that's being held by a beaver until it's delivered. try setting that half full tank on the importing side to 'supply' to push the contents to other tanks with haulers and see if anything changes.

  if you make a change, it's going to take a while to balance out! an intial surge when you set something to supply on sending side will take a while for it to get back into equilibrium so saying it tries to keep it at 30 means nothing if you don't also give it time to stabilize.

  My porter, the beaver, carries a weight of 28kg, while when carrying two logs on his back, the weight is only 12/28kg
  He is unwilling to carry two more logs, resulting in extremely low efficiency in transportation
  Especially when he was moving the waste piles containing 100 logs

  I'm having problems with transporting goods between districts. Often times the workers will only carry 1 carrot... but that's how i'm trying to feed that whole district. So it's really inefficient that each worker has to make tons of trips because they're only transporting a single food item at a time.

  @ADD, you need more storage in the gaining district, or need to set more storages to "supply" mode on sending district to take them out of crossing calculation

  @Jcheung, it's not a problem with supply. The district settings are set to fill any warehouse spaces if there are any available. For some reason, it will not fill out the total supply even though I have the import settings set to "always import". The warehouse stays set at 168/200, and if 1 carrot leaves, they'll go grab 1 more to replace it. It makes more sense to wait till they can take a full load and then refill, instead of just grabbing one item. That way I wouldn't need to have all 10 slots filled in the district workers.

  always import does not mean fill to max. it means add crossing capacity to district limit. it's still going to try to balance by % of fill.
  if you see them grabbing one at a time, then you have too many crossing workers and you have excess capacity, or they're traveling too far.

  i have 60 Haulers in my settlement...about half of them FLOOD towards the waterpumps but only leave carrying 1-2 water from pumps that have 6-15 water in them eventhough their carrying capacity at the time was 28kg or 14 water. It "appears" as though haulers are dispatched with orders to pick up a certain amount of water at the time they are dispatched, RATHER than arriving at a POI, checking how much water is available that they are able to carry, and then filling up as much as they can. THIS IS BAD DESIGN.
  (alternatively, MULTIPLE subsequent / parallel requests may be RESERVING water at a pump and preventing haulers from being fully utilized. Either way, MULTPLE haulers get sent to pumps every few seconds and EVERY one of them is only carrying 1-2 water. )
