Dead Trees as a hazard
After a while a dead tree naturally falls over. Maybe if it died to being flooded, and maybe if it sits there long enough, the dead tree could fall over and likely start floating down the river. They could possibly bunch up and float if there's enough near each other.
This could be something that only shows up in the harder difficulties.
They could clog the water wheels and the district center workers (or builders) need to come out and unclog it in order to get it working well again.
The floating trees could clog the dams too.
This feels realistic/rustic and adds some challenges and pitfalls that can be bypassed or avoided through better land management.

The sure thing is that the game lacks of some sort of maintenance system.
Once a district is finished, the beavers in industrial buildings don't get much work.
Having to repair a water wheel because a clog or just the age have damaged it could be good addition. -
