Pausing production building results in lost resources

  To reproduce:
  - start a new game and build a Lumberjack Flag
  - wait for the beaver working there to cut down a tree and to pick up the log(s)
  - pause the Lumberjack Flag
  The logs carried by the beaver will disappear.
  
  If you've built a Pile with available space for logs, the beaver will instead bring the logs to the Pile.
  
  There's a similar bug with a Gatherer Flag (and probably other buildings like Farmhouses, Water Pumps etc. too). When a Gatherer Flag is paused while its worker is carrying berries, the berries disappear unless there is a Warehouse with room for berries.
  
  The same behavior can be reproduced when, instead of pausing, the Lumberjack Flag is destroyed.
  
  Maybe the beaver could simply drop the goods he's carrying, so they can be picked up later (like Rubble).

  Or finish delivering what they're carrying. In any case, I agree - resources should not disappear just because you told that station to stop new production.

  tl;dr When the path to the building site becomes obstructed, while beavers are carrying resources to it, resources they're carrying disappear.
  
  It happened between two districts. I had the exact number of resources in second one, to complete all buildings. But in the first district there was some building sites in the range of influence of the second district. So my clever beaver thought: "Hey, let's ignore our district future needs and help the other district with those shiny planks!"
  So I said: "Let's not!"
  And blocked him midway, with spicy free Drop-Off Point. And he was like: "I guess, I wasn't holding anything. Let's proceed with not building"

  Oh, sorry I've now see I merged it into the wrong one. But indeed those are similar and probably same issue. At some point it wasn't the case (material would be lost only if there was nowhere to store them)

  When a Lumberjack Flag is paused while the lumberjack working there is carrying a log from a tree to the flag, the log being carried simply disappears.
  
  The beaver should instead deliver the log to the now paused flag and only then start their new job.
  
  Same with Scavenger Flag, losing the scrap metal.
