Mud Bath should bubble when connected to power, whether or not it's in use

It's a little odd that the mud bath only starts bubbling when a beaver gets in, even though it's powered all the time. I think it makes more sense for the bubble animation to be tied to powered status rather than occupied.

Or, alternatively, it should not consume power (and thus not bubble) when not in use. Tbh, I could go either way on this one.
