Don't Count Paused Buildings as Vacancies
Trying out the new experimental branch. Tracking system is great, but it includes buildings I've paused in the list of vacancies making it difficult to track when a building I want operating has a vacancy.

Michael Gump MergedThe point of the vacancy counter should be to alert players to a problem. This is pointless if the counter is filled with intentional vacancies.

Kim MergedBuild a building which requires workers (e.g irrigation tower).
Pause the building.
Number of jobs from paused building is added to vacancies in top right of screen.
This is incorrect as this job is not 'vacant'; I keep thinking one of my buildings is not able to get workers for some reason (e.g pathing or lack of beavers). -
