Battery causes connected power shaft animation even if there is no power usage in network
it seams that the battery animates even when noting is connected to it

Blax356 Mergedif there is a paused building and it is connected to a gravity battery it makes the power shaft between them spin for no reason

ihsoft MergedSteps to reproduce:
1. Create a chain of "Power Shaft Intersection" structures that are NOT connected to any power source.
2. Note, that the animation is static. Nothing is rotating (expected).
3. Build a "Gravity Battery" structure that is attached to the chain, but not to any working power source.
Expected:
1. Since the battery is a passive source, the connectors should not animate "rotation" until the assembly is connected to the network.
Observed:
1. All the connections that are attached to the battery show the "moving animation" which implies the energy is being transferred, which is not the case.
