Extreme Laggy with AMD and Radeon

  By my observation game is indeed tends to work worse on AMD CPUs than comparable intel ones, but I have no solid proof yet.

  If it's uselful, i could give my system specs, it's not high end, bit it isn't bad as well...

  same issue, only seems to happen when 2 and 3x speeds, I also have lower spec hw, all AMD. RX580 1700x 32gb DDR4 ram. Doesnt seem to be trying to even tax my hardware GPU and CPU 10-15% usage, Memory Usage ~5GB, total system mem usage~50% and only using about 50% of my Vram. Happens with 3.0 and experimental branch. Change Process to high no results. Uninstalled made sure no files remain from previous install(saves untouched), Reinstalled same issue.
  Tried Graphics from highest to lowest
  
  FPS counter on Nighttime fps ranges 30-60, Daytime 4fps.
  Not sure if I am understanding the FPS counter correctly, it has FPS: XX/YY Im very confident that the XX is my FPS, but if YY is the target FPS it doesn't ever want to go higher than 15
