Levee insulation depending on placing on soil
Dams/levees/floodgates blocking irrigation/contamination is a bit too easy and can be annoying too, (I think.)
- I suggest insted of just slapping some leeves on top of the ground and "problem solved", levees should only block fluid properties if they are in line with the topmost adjacent ground block.
Like, if I want just a higher water level, I can slap levees on top of the ground, but if I want to block things out I have to put the levee between the fluids and the adjacent ground blocks. This way levee can have all it's fluid blocking properties in ground and still be useful to build elevated water levels above ground.

TTJJust trying to understand what you propose:
case 1: ground gets irrigated despite levee
case 2: unclear
case 3: irrigation gets blocked because surrounded by levee
I like the idea. The possible cases need to be detailed a bit, gut the approach is very good, as it provides the player with the freedom to choose if they want irrigation or not. And irrigation is the standard case for early game construction. -

You got it mostly right. My original idea is very simple and basic.
Going by your image representation:
"Case 1" : It is irrigated, cause the leavee is just slapped on top of the land.
"Case 2-3" Not irrigated, cause levee is lowered into the ground, placed between the water and the top dirt block.
