Building status icons float at topmost layer which looks inadequate at times

  Observation. Pausing a lumberjack flag which is directly underneath a windmill, causes the pause symbol for the flag to appear above the windmill. Therefore it's not immediately obvious that the flag/building is paused.

  My powerwheels are all paused but the farthest one in the picture is extra high. I'm guessing it has to do with the windmill being over the powerwheel.
