I've noticed this twice now, too, on different maps. Both times I placed Impermeable Floors on top of Overhangs which were planned but not built yet.
After reloading the map several times, all planned Impermeable Floors were neither visible nor clickable. I could, however, with the Demolish tool click on the ground next to the overhang that's on the same height, and "select" the floor by moving the mouse over the overhang while pressing the mouse button. After the overhang was built, the floor was still invisible. Eventually, the floor was built, and it became visible.
I can't reproduce this issue. When I reload the map, all planned floors are visible again.

PleetzkenI had the same issue just now.
The impermeable floors are visible when planned, but become invisible when closing and reopening the build menu or reloading the map.
I remember them becoming visible again for one time, though I do not remember what I did. And after reloading they were invisible again.
The floors stayed invisible while being built by workers and "just appeared" after being finished building.
In the image the front part of the aqueduct has invisible impermeable floors and it is impossible to build floors again ontop of them. When the beavers built them they were there and worked normally. -

RockAFellerThe most common way I've found for them to become invisible if you move away from them and then mess with the floor/level view. Thankfully you don't have to reload the game or reboot to make them appear. At least for me the fastest way to reset it is to put the section with the impermeable floors in your view, press the down level view arrow a few floors and then reset it to view all and the floors should re-appear.

Stijn MergedOn this bridge, I tried to put down some more impermeable floors, but it didn't work. After a few seconds, I saw a beaver building there anyway. So apparently I've dropped down the build, but it didn't show this in any way. It was just the bridge floor, as you can see in the screenshot.

Lolz404Exact same issue. I am hovering over the finished overhang and it is not letting me build. If I delete and rebuild it does. It is also very dependent on a reload how far the floors are shown. They should be all the way to the end.

Tamira MergedI've encased my well with overhangs and impermeable floors. this worked well for the first ~200 blocks, but now I can't seem to place any more floor-tiles.
I can't figure out if this is a visual bug (the tiles just not visible, thus re-placing them is not allowed) or a mechanical bug (cannot place at all).
I've reloaded the safe-file problem persists.
Update: seems to be both, visual and mechanical. Some impermeable floor tiles showed up as soon as the overhang was built - so there's a visual bug in construction view. on 4 overhangs that are fully built no tiles show up and I cannot place them.
Update 2: on those floor-tiles that still cannot be placed I CAN place Levees... so there's something wrong with the floors only. -
