More settings and interaction with unstable cores

The Unstable core is a good hazard but the player has no incentive to interact with it or to take a chance to build near it. If the player can utilize it for a substantial amount of power or some other benefit, maybe a 100% boost to the surrounding crops, the incentive to interact with the hazard goes way up and makes it a greater part of the gameplay. In addition: add so a mapmaker can make it have a random activation instead of a fixed. ex. set a timer for 3 cycles and after that the chance for it to activate is 20% every cycle and 10% for it to go off once it has activated. You can even set if to 0% so you can make it activate but it will never go off.
