"Resource Counter" option "Fill rate" should be called "Relative value".

In the Options of the "Resource Counter" Building the Options should be "Absolute value" vs "Relative value".
To me the term "Fill rate" implied a measure of change as in "+5 per second" or "-6 per minute".
