Storage set to empty shouldn't be counted as available storage for automation
The new ability with the automation update to count % of storage space per item seem to also count available storage space in storage buildings set to empty, which seems like a mistake.

Large pile storage set to empty.
Large pile storage accepting.
Resource Counter based automation (threshold < 80% for example)
The max capacity includes the storage set to empty, even though nothing can be stored in it. -

Paradaimu MergedI used this building in percent mode to shutdown factory when item's storage (treated planks) is full. Only one district.
Backstory:
I just finished mega structure in other part of the map and set all temporary storages near project to "empty" mode. Including one with treated planks.
A few hours later I found that factory continue to work even when only active storage and factory itself is full.
I found that Storage with option empty included in total, so Resource Counter never send signal that condition is fulfilled, because it couldn't after all you can't move items to storage with "empty" option.
In my opinion this is NOT obvious behavior.
I double checked - game count to total of item all storages of one type including with "empty" option.
Because you don't see notification that you have storage with this option - only symbol on map - troubleshooting automation is hell.
I propose to exclude "empty" storages from total count. This also include ones in GUI's upper l -
