Tunnel in to Levee

Would love to be able to use tunnels to replace a blocks in large reservoir (levee block) that are built in the latter game instead of having to demo a lot and reconstruct, of course this would only make a hole and we would have to make and outer structure still for what ever the hole bleeds into.
