Update 4 considerations

After playing update 4 for a while, I can give you some suggestions:
- One coffee brewer seems enough to supply 300 beavers with coffee. I think this one needs balancing.
- "Import when needed" doesn't work on district crossings. For example explosives, gears and metal blocks never get imported until set to "always import".

Gin Fuyou AdminRegarding importing when needed, apparently "needed" is determined if you have a storage building for corresponding resource, it doesn't take into account industry needs or construction sites. Also find it weird, but there were some arguments against it.
